A library is a center of information, science, technology, art and culture. As mandated in the 1945 Constitution, a library formed to improve the intelligence of the nation through the development and utilization of the library as a source of information in the form of paper works, printing works and recording works. Beside, the government role’s is needed to improve a library which stated on the Law No. 43 of 2007 on the Library.
In this era, a library must change its method in reaching the society to be an open space for individuals to be more creative and innovate. Sometime, a library can be a place for society to get inspired after they get the services and read the collections in the library. For those reasons, a library should provide a wide access as possible to the society.
This statement was conveyed by The Head of Legal and Planning Bureau of National Library, Joko Santoso in delivering his speech in Socialization of Government Regulation (PP) No. 24 of 2014 on the Implementation of Law No. 43 of 2007 on the Library in Pangkalpinang, Bangka Belitung Islands, on May 3, 2018.
"In the past, a library tends to work on how to collect collections as much as possible. The question is, when the library have a lot of collections, how can people access it without visiting the library? "Joko said it to the 130 participants who attended the socialization. According to Joko, Bangka Belitung has a challenging in delivering library services which spread over in 450 islands. Due to this geographical condition, a conventional approach is unnecessary, he added.
Meanwhile, The Head of Archives and Library of Bangka Belitung Province, Rofiko H Mukmin stated that he is in exploring more about the historical literacy of the exilation period of Indonesian Proclaimer, Bung Karno and Bung Hatta, in Muntok, West Bangka. It needs to be explored more to find the reasons why these proclamation figures were exiled during the revolutionary independence period after the Dutch Military Aggression on December 18, 1948. According to him, this local history could be useful for nationally literacy.
The speaker and moderator in this socialization were Mr. Supriyanto, Pustakawan Ahli Utama and Mrs. Rohayani, The Head of Library Material Development and Library Service. In his presentation, Supriyanto encourages each library managers to understand well every article in Law no. 43 of 2007 and Government Regulation no. 24 of 2014 to make library function can work maximally. "Because the Constitution in article 28F mandates that every individual is entitled to receive any information," he explained.
This event is attending by 130 peoples who are coming from the representatives of Regency / City Public Library Office, Reading Interest Socialization Movement (GPMB), Regional Board of Indonesian Librarian Association (PD IPI), Special Library, School / Madrasah Library, and State and Private Universities Library in the Bangka Belitung Islands Province.
